Q1: What are the services provided by the e-Licensing Portal (e-LP)? |

A1: The e-LP is to provide a one-stop online service for licence/permit applications and enquiries for users to manage their driving licences, vehicle licences and permits conveniently anytime, anywhere. Users can easily view the information and expiry dates of their driving licences, vehicle licences and permits through the "Dashboard", check their driving-offence points (DOP), receive reminders on vehicle and driving licence expiry, submit online licensing applications and track the progress and results, etc. Users can no longer rely on the counter service or documents to check the information of different licences, Driving-offence Points (DOP), submit applications and check the progress, etc. |
Users can also visit other driving/vehicle-related licensing e-services provided by Transport Department (TD) via the quick links at e-LP, including online application and renewal for licences. In addition, users can set reminders on renewal for licences in the e-LP, they can choose to receive reminders at the selected number of days before licences expire. |

A5: Users can change their password in the "My Profile" page by entering the current password, new password and confirm new password, and then press "Submit". Please note that the new password must be different from your previous 5 passwords used for the e-LP account. |
Users can change the account email in the "My Profile" page by entering the new email address. An email notification will be sent to the new email address if it is successfully updated. Please be reminded that this email address is for communication with the e-LP only. |
Q6: How can the users change their address and E-Contact Means (ECM) registered in Licensing Section, Transport Department? |

A6: Through the "Change of Address and E-contact Means" at Quick Links tab of the home page, or at "My Profile" page, users can visit the "Change of Address Service" at GovHK to submit change-of-address notices (including provision and change of ECM). Please be reminded to provide the latest address and frequently used ECM. |
If there is any change of address or ECM previously provided to the Commissioner for Transport, you shall, within 72 hours of the change, notify the Commissioner for Transport in writing, through online service or by submitting the completed Transport Department Form (TD 559). Any person without reasonable excuse contravenes such requirement commits an offence and is liable to a fine at level 1. |
Q7: When will the information be updated in e-LP? |

A7: Normally a few days are required for the changed information to be reflected in e-LP. Licensing information in e-LP is not updated on a real time basis; Please check the related information at least a few days after submission of applications to TD. |

In addition, the driving licence information displayed on e-LP is for reference only and DOES NOT FULFILL the requirement of carrying a valid driving licence while driving. Please refer to the notes for relevant applications or stipulations in the letter regarding documents required to submit/provide. |

Q10: How to change the e-LP Account ID? |

A10: If user needs to change the e-LP Account ID, please submit request for de-registration of the e-LP account and fill in the reason for de-registration. Then, users can re-register account with a new ID. Please note that the registered Account ID cannot be reused. If the user chooses to de-register their account, their inbox message and sub-accounts created will also be removed and would not be able to view in the new account. User needs to retain the relevant messages before de-registration and creates the sub-accounts again after re-registration. |
Q11: What is the difference between e-LP and electronic Driving Licence (e-DL)? |

A11: e-LP is an online licensing platform that provides one-stop online service for licence/permit applications and enquiries, where members of public can check the information of their licence and permit (e.g. driving licence). Please note that the driving licence information displayed on e-LP is for reference only and DOES NOT FULFILL the requirement of carrying a valid driving licence when driving. TD plans to implement e-Driving Licence with QR code embedded later in 2025. By that time, holders of the driving licence can choose to carry their physical driving licence or e-Driving Licence when driving. TD will announce the relevant information in due course. |
